The aspiration of the prison system of the Ministry of Justice of the Republic of Moldova to modernization and aligning to international standards as regards detention of prisoners and accepting the European vector attributes to the prison staff new obligations and attitudes on the implementation of reforms in prison management.
Moldovan prison system’s efforts in modernizing and adjusting to international standards regarding detention is supported by the Norwegian Mission of Rule of Law Advisers to Moldova, which sets the main emphasis on the institutional management and capacity, objectives that can be reached by strengthening the capacity of prison staff, improving of the current professional level, as well as developing new skills needed for a more efficient activity in the system.
Coming to the Republic of Moldova in November 2007 as Rule of Law Adviser, and in April 2009 becoming Head of Mission, Mr. Willy Giil channelled his efforts towards offering assistance in building competence in the justice field and legal professions in order to increase the efficiency of the institutions guaranteeing human rights and rule of law, according to the European integration objectives of the Republic of Moldova.
Due to the fruitful cooperation with the “NORLAM” Mission, the Department of Penitentiary Institutions managed to organize a range of trainings for the prison staff, on various topics, among which the following can be mentioned: management of the organisation, leadership, management of change, management of conflicts and methods of solving conflicts, human resources management, techniques and methods of writing projects, training of trainers in the field of human rights.
Taking into account the fact that training the prison staff represents an important activity in developing and reforming the system, and this was possible with “NORLAM” Mission’s support, Mr. Willy Giil deserves to be awarded the Cross “For merits” category II.
EXCERPTS from the ORDER Regulation on the manner of awarding the Cross “FOR MERITS” of category I and II of the Department of Penitentiary Institutions, APPROVED by Order of the Minister of Justice No 324 as of 08 July 2004:
1. The Cross “For merits” category I and II of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova is the supreme distinction of the prison system of the Republic of Moldova and is conferred for exceptional merits in maintaining the legal order in penitentiary institutions, exemplary organizing of penal punishment enforcement, promoting the activity of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova.
5. The Cross “For merits” category I and II of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova can be conferred to persons outside the prison system, for especially courageous acts in maintaining the legal order in the prison institutions, as well as for essential contributions in promoting the activity of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova
11. The person decorated with the Cross “For merits” category I and II of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova shall bear the title of Cavalier of the Cross “For merits” category I and II of the Department of Penitentiary Institutions of the Ministry of Justice of the Republic of Moldova.
